Why is my Laptop location showing it is located in Carlos Chagas, Minas Gerais, Brazil, when I am using it in Costa Rica?

Windows may estimate it using nearby Wi‑Fi networks and your public IP address. If your laptop has no GPS, your ISP’s IP address is incorrectly registered in Brazil, or you are using a VPN/proxy, the reported location can be far from your actual location.
Could you clarify where you see “Carlos Chagas”: in Find my device, Microsoft account Recent activity, Windows Maps/Weather, or a website?
If it appears under Microsoft account Recent activity, compare the date, device, browser, and IP address. An incorrect location alone can result from Internet routing.
