Azure Foundry deployments blocked by error 715-123420

Hi,

I’m unable to create any new model deployment in Azure AI Foundry. Existing deployments on the rhq-hermes-foundry resource in East US 2 still work, but every new deployment attempt fails immediately, before provisioning begins, with this error:

715-123420: Our system has detected this request as unusual activity for your account.

I reproduced the issue through the Azure CLI using different requested capacities. The subscription is active, the models appear in the Foundry catalog, and quota is available.

The Azure portal support flow only offers Microsoft Q&A for this subscription, so I’m unable to open a private technical support request. This looks consistent with a subscription-level RTFP or Fraud Protection restriction.

Could a Microsoft moderator please contact me privately and create a secure collaboration or support ticket for manual review by the appropriate internal team? I can provide the subscription ID, full resource ID, UTC timestamps, and correlation IDs privately.
