Managing personal Outlook.com account settings, security, and privacy
I’m sorry you’ve been locked out of your Outlook.com account after switching phones.
The one-month message usually means that the security information on the Microsoft account was replaced or removed. Microsoft places the account in a restricted state for 30 days to help prevent an unauthorized person from taking control. Microsoft states that this waiting period cannot be expedited.
If you changed the security information yourself and still have access to the previous verification method, sign in to your Microsoft account Security page and look for the option to cancel the pending request. If you did not request the change, select “let us know” on the pending security information screen and follow the instructions to report possible unauthorized access.
