Thank you for responding. I have since obtained more detailed Cost Management data that corrects one part of my original description.
My Azure subscription offer is a usage-based Microsoft Azure Plan. It is not Azure for Students, Visual Studio Subscriber, or Microsoft for Startups.
The Claude charges are not fixed upfront purchase fees. Cost details show:

claude-consumption-units - Charge type: Usage
- Purchase amount: CA$0.00
- Total Claude CCU usage now reported: approximately CA$450.44
- Non-Claude Foundry usage: CA$8.96, which reconciles exactly against my Azure credit balance
Microsoft’s documentation indicates Claude CCU is pay-as-you-go, metered hourly and reported in arrears. The portal warns that usage can take 24 hours or more to appear, which explains why the Claude total continued rising after I deleted the deployments.
I have now:
- Deleted all Claude deployments
- Disabled renewal for the Claude subscriptions
- Confirmed that the Claude subscriptions no longer appear in my active billing-subscription CSV
- Preserved Cost Analysis exports, invoices and support transcripts
My finalized invoices currently show CA$0.00 / No payment needed, but Cost Analysis shows approximately CA$450.44 in Claude usage that did not reduce my Azure credits.
The unresolved problem is that I still cannot create an Azure Commercial Billing case. The portal loops back to support articles, the self-service refund transactions cannot be selected, the supplied telephone numbers disconnect or redirect to the same portal, and consumer support confirmed they could not create or transfer a billing case.
Could a Microsoft moderator please escalate this internally or provide a functioning method to obtain an Azure Commercial Billing case number?
