Cannot enroll in Microsoft 365 and Copilot — no "Add publisher" option appears (2+ days)

I am an individual developer trying to publish a free PowerPoint Office Add-in to AppSource. I created a new Microsoft Entra tenant for this and I am the global admin/owner.

Problem: I cannot enroll in the Microsoft 365 and Copilot program.

Initial attempts failed on the Agreements "Accept and continue" step with server errors: No PLA account found corresponding to PGA account : 9db8967c-4486-4e3b-abbc-b1e30b55a8b2 and Object reference not set to an instance of an object. (ReferenceIds: 1835c345-159d-4633-7333-08dee9c5d4a9, 1b6a84ed-dc83-44b6-3689-08deeae0d01a)

The Microsoft AI Cloud Partner Program (PGA) now appears under Account settings > Identifiers (Type: PartnerGlobal), so the account is partly provisioned.

However, after 2+ days, I still cannot enroll in Microsoft 365 and Copilot. There is no "Add publisher" or "Add program" button on the Identifiers page (only "Delete account"), selecting the Partner ID row reveals no enroll action, and the "Get started" tile just loops back to the Welcome page.

    Update (2 days later): I found the root cause. Under Account settings > Legal info, "Verification status" is stuck at Pending — the 5-step verification flow (Verification Started > Email Verification > Identity Verification > Employment Verification > Business Verification) never progresses past step 1.

    When I open "Update" on Company details / Partner info, the form shows a broken UI element right under the Primary contact email field: the raw text PrimaryContactEmailValidation_Save is displayed instead of a proper label/button (looks like an untranslated resource string), and it is not clickable. I believe this is the mechanism meant to trigger Email Verification, and it appears broken.

    This likely explains the "No PLA account found" and "Object reference not set" errors from my original post — the account can't finish verification, so downstream objects (PLA, publisher enrollment) never get created.
