How can i default all my outlook appts in my calendar to 15 minutes

If you set the default scale to 15 min and use a day / week view and either use the new event button or right click on the time slot then choose new appt, yes.

You can't change the default though - so using the new > event button in the mail module will create a 30 min appt, as will double clicking on a time slot in day/week views.
