I'm trying to recover a hotmail account I lost access to about 10+ years ago. I tried everything. I tried account recovery but it always says I have insufficient information to validate my ownership. They changed the password and the recovery email when it first happened, tried when it happened 10+ years ago but the same thing happened now.

No, sorry. If the hacked was hacked and they changed the recovery information, you have 30 days to get it back. They probably changed more than that, erasing your information from the account.
