Windows (11) activation 0xC004F211- no phone support in Aus

I woke up this morning to find the "Activate Windows - Go to Settings to Activate Windows" message on my desktop, while System > Activation says "Windows reported that the hardware of your device has changed. Error code: 0xC004F2211".

The only change I have made recently to the PC is updating the motherboard BIOS a month ago (30/06/26) and have not had any issues.

Clicking Troubleshoot, I choose "I changed hardware on this device recently", and get the pop-up:
"Unable to activate Windows

We can’t find any devices linked to your Microsoft account that can be used for reactivating the device you’re using right now. Make sure you’re signed in with the same Microsoft account you linked to the Windows 10 digital license on this device or try again later"

Firstly, this is a Windows 11 desktop PC, so no idea why it says windows 10. I click "See other devices linked to your Microsoft account" and it says "We can't reactivate Windows from these devices". I am signed in with the same account that shows my devices on account.microsoft.com/devices. I have tried putting in my backup product key and it does not work.

Secondly, the online activation support does not provide any way of explaining what the issue is, or provide any information on how to resolve it. And the phone support in Australia directs you to the online support and then hangs up on you.

My Windows 10/11 Pro order history is still available from 10/07/2025 and I will not pay another A$379!!

If Microsoft cannot fix this I need the help of someone who can.

    I was able to get through to technical support (after jumping through many hoops). They were able to access my PC via Quick Assist, but ran into the same issues I did.

    Their suggestion is to completely reinstall Windows OS, which means losing all my installed programs (which I need and cant afford to waist time reinstalling and reconfiguring).

    The built-in windows activation service needs to be fixed; it's an unnecessary inconvenience to customers who have forked out hundreds of dollars to go through these kind of issues. Windows has records of all my devices and windows OS purchase, but to direct users to the store to purchase again instead of building a working support platform is embarrassing for a billion dollar company.

    You are not alone as a bios update can change the motherboard ID prompting activation issues.

    Did you buy a full Pro licence (the price looks like you did but I'm just checking) so not a Home to Pro upgrade.

    I'm not aware of any phone support unless you are a business customer.

    In the Get Help app in windows use the search phrase billing then select Contact Support at the bottom of the windows. You will need to select a couple of other filters but you should get the option to select chat with an agent in your browser.
