What you are seeing is actually expected behavior. Microsoft 365 Personal subscriptions cannot be directly converted to Microsoft 365 Business. The reason is that Microsoft 365 Personal and Microsoft 365 Business are different subscription types that use different account structures and services. A Business subscription creates a separate Microsoft 365 organization (tenant) with its own administrator account, users, licenses, and business management features.
To move to Microsoft 365 Business, you will need to purchase the business plan that best fits your needs from the Microsoft 365 Business website and complete the organization setup process: Microsoft 365 Business Plans and Pricing | Microsoft 365
During setup, Microsoft will create a new business tenant with its own administrator account and business services.
Once the new environment is ready, you can migrate any data you wish to keep, such as OneDrive files, Outlook data, and other personal content, to the new business account. After confirming that everything has been successfully moved and is working as expected, you may cancel your Microsoft 365 Personal subscription or disable recurring billing if you no longer need it.
