In TAC, it is Easy to add a custom background. With everything switching over to the PMP portal, it is not very clear how to add the custom background can you please provide instructions

It does not look like correct answer. The article you are refering to is only about TAC. It is still not clear how to change custom bacground in PMP. It is major issue, an Microsoft cannot enforce miration to PMP until this has been resolved.
