Hello,
Please close all Office apps, then go to Settings > Apps > Installed apps > Microsoft 365 or Office > three dots > Modify > Online Repair > Repair. Restart the laptop after it finishes. Online Repair is more complete than the “Repair Now” button.

If the error returns, press Windows + R, type excel /safe and press Enter. If Excel opens, go to File > Options > Add-ins > Manage COM Add-ins > Go, disable all add-ins, then restart Excel normally.
If Excel still cannot start, uninstall Office with Microsoft’s troubleshooter and reinstall it from your Microsoft account.
