Never mind. Just waiting a while seems to have done it. I got side tracked, but left it about three hours and it appears to be functioning as expected.

Hey there, following this write up to disable end user access to change their photo. Commands have been issued, but it doesn't seem to be working. Need to recycle a service or app pool maybe? None of the users appear to have an OWAMailboxPolicy applied.
Exchange 2016.

Ran these commands:
Get-OwaVirtualDirectory | Set-OwaVirtualDirectory -SetPhotoEnabled $False
Get-OWAMailboxPolicy | Set-OWAMailboxPolicy -SetPhotoEnabled $False
