Power BI Organizational Themes not Appearing for Users

We have two Power BI themes enabled in our Organizational Themes catalog. Neither is appearing in Power BI for our users to access.

We have already double checked security parameters, and attempted multiple troubleshooting solutions with no luck. Any help would be appreciated.

For additional context:
The option of Organizational Themes does not exist in the Themes drop down in our Visual menu in Power BI for some reason.
