Can't log into authenticator on a new phone, after old one broke.

Question

I cannot log into the authenticator app because I need a code from my old phone, but I accidentally decimated the screen recently, it gives me options such as, "I can't use my Microsoft Authenticator app right now," but it makes me use my authenticator app to use that option, how does that even make sense?
