account has been blocked

Question

My fathers Microsoft account seems to be blocked, I’m guessing this is due to the fact that he was trying to sign into Gmail via his number but it always prompted him to use a different sign in way. He forgot his password so there’s no other way of signing in. I’ve been trying to contact Microsoft via phone but it’s useless bots, I also tried recovering it in the way Microsoft tells you to but obviously in Microsoft fashion that doesn’t work either because the only is to get a code is via phone which is blocked, so the whole thing makes me go in loops tryna figure out how to recover his account

In case you didn't receive the results from the account recovery webform, please try submitting another request via Incognito/InPrivate window and using different devices and network services.

Then please check the "Contact email" inbox, junk, and spam folders.

Since the account does not have 2FA and since he can't receive verification codes for a password reset, the only way to recover the account is through the account recovery web form: https://account.live.com/acsr

He'll need to keep trying until he is verified by Microsoft, and he can do this up to 2 times every 24 hours.

Please be advised that Microsoft Support will not be able to grant access to any accounts.

Once he regained access to his account, I highly recommend adding three or more security info for additional verification options, such as a recovery email address, a passkey, and Microsoft Authenticator on account.microsoft.com > Security > Manage how I Sign in > Then click on "Add another way to sign in to your account"

If the account is blocked and the only verification option is the same phone number that's no longer working, you may be stuck in a recovery loop. Try filling out Microsoft's account recovery form with as much information as possible. If that still doesn't work, your best option is to contact Microsoft Support and ask if they can help recover or unblock the account.

Just to confirm, did your father have two-factor authentication (2FA) active on the account?

If yes, is he able to access the second factor of authentication/verification methods?

Important: If he has an active 2FA, ACSR will inform him that his recovery request will be ignored. If he only receives a message that the recovery request is either successful or indicates insufficient information, this means that 2FA is disabled.

Also, may I know when was the last time he successfully signed in to his account?
