Clarification on Microsoft Teams live captions behavior in web meetings

Hi Microsoft Support,

I’d like to clarify how live captions work in Microsoft Teams web meetings, especially for participants and guests joining through different Teams web environments.

We’re referring to Teams live captions and the related language controls described in your documentation, including the option to select the language everyone is speaking.

Could you confirm the expected behavior for the questions below?

1. When live captions are enabled in a Teams meeting, are captions controlled by the organizer/host, by each individual participant, or by the organization’s admin policy?
2. If the host disables live captions or transcription for a meeting, does that prevent participants or guests from turning on live captions on their own side?
3. If a participant joins as a guest or external attendee, can they enable live captions for themselves, or does that depend on the organizer’s meeting settings?
4. Who can change the spoken language used by live captions?
   • Organizer
     • Co-organizer
       • Person who started transcription
         • Person who turned on live captions
           • Regular participant
             • External guest participant
             1. If a participant turns on live captions only for themselves, can they also change the spoken language, or is the spoken language controlled by the organizer, transcription initiator, or admin policy?
             2. Does live caption behavior differ depending on the Teams web environment, such as:

                  • teams.microsoft.com/meet
                    • teams.microsoft.com/light-meetings

                          1. For light-meetings or guest web join experiences, are there known limitations where participants can see captions but cannot change caption language or access the same caption controls as the organizer?
                          2. For teams.cloud.microsoft.com meetings, can the host or organization restrict live captions for participants or guests through admin policies?
                          3. If the meeting is spoken in French, Portuguese, or German, but live captions are using English as the spoken language, should Teams continue interpreting the speech as English until someone with the right permission changes the spoken language?
                          4. Are there any differences between live captions and transcription controls that would explain why captions may appear for a participant, but language controls or transcription settings are unavailable?

We’re trying to understand whether participants can reliably enable and control live captions themselves in Teams web meetings, or whether this depends on the organizer, admin policy, guest access, or the specific Teams web environment.

Based on the current Microsoft documentation, the expected behavior is as follows:

1. Live captions are generally a per-user feature. If live captions are allowed by the organization's Teams meeting policy, individual participants can choose whether to turn captions on or off for themselves during a meeting. Turning on captions does not automatically enable them for other attendees. Administrators can also use Teams meeting policies to allow or prevent users from using live captions altogether.

2. Live captions and transcription are related but separate features.

• If an administrator has disabled live captions through Teams meeting policies, users assigned to that policy cannot use live captions.
• Transcription permissions are controlled separately. Disabling transcription does not necessarily prevent a participant from using standard live captions, provided captions are allowed by policy.
• Some language-related controls may be affected when transcription is active.

3. In general, guest and external participants can enable live captions for themselves if the meeting experience supports captions and the feature is available to them. Microsoft documentation does not indicate that organizers must individually enable captions for guests.
4. The following users can change the Meeting spoken language setting:

• Organizer
• Co-organizer
• Transcript initiator
• The person who initiated the feature that started transcription or another transcription-based experience

These users can update the language Teams uses to interpret speech for captions and transcripts.

5. Whether a participant can change the spoken language depends on whether transcription is active.

When transcription is running, meeting spoken language management is generally limited to the organizer, co-organizer, transcript initiator, or the person who started the feature that enabled transcription.

Microsoft also notes that for other participants to access the meeting spoken language, transcription must be turned off first.

As a result, a participant may be able to view captions but may not always have permission to modify the meeting spoken language.

We were unable to find Microsoft documentation that provides a feature or permission matrix comparing live caption behavior across these specific web endpoints. The published documentation describes Teams meetings and caption functionality generally, but does not document separate caption permissions or language-control behavior for each of these web experiences.

7. Microsoft documentation does not currently provide detailed guidance on whether light-meetings or guest web experiences have reduced access to caption language controls compared to full Teams clients.

Therefore, if a guest participant can view captions but does not see options to change the spoken language or manage transcription settings, Microsoft documentation does not currently identify this as a documented limitation or expected difference for those specific web endpoints.

8. Teams administrators can manage caption availability through Teams meeting policies.

Administrators can:

• Allow users to turn on live captions themselves (default behavior)
• Prevent users from using live captions entirely

These controls apply through Teams meeting policies and are not documented as being unique to any particular Teams web URL.

9. Microsoft recommends configuring the meeting spoken language to match the language being spoken for the best caption accuracy. Teams can detect language mismatches and may prompt an authorized user to update the spoken language when a mismatch is detected.

If the spoken language remains configured as English while participants are speaking French, Portuguese, German, or another language, caption accuracy may be reduced until the spoken language setting is updated.

10. Live captions, transcription, spoken language management, and translated captions are controlled independently.

As a result, it is possible for a participant to:

• View live captions
• Not have permission to start or manage transcription
• Not have permission to change the meeting spoken language
• Not have access to translated caption options depending on licensing and meeting configuration

This behavior can occur even though captions themselves remain available.
