The statement is true only if you redeem them in the same Microsoft account. You cannot use or transfer Microsoft balance from one account to another. Regarding the second point, what that means is when you redeem the rewards, you will receive a code instead of the balance directly. With that code, you can redeem on any Microsoft account you want, the account that you redeemed on will get the balance. In short, about balance stacking, it cannot be done in 2 different accounts.
