Looks like your issue is more related to office update. Please kindly understand that the Outlook tag here we mainly focus on general issues about Outlook desktop client. In order to better solve your problem, I will remove "office-outlook-itpro" and add "office-itpro" tag.

1 How did you update your Office from vesion 2002 to 2008?
Could you please choose one machine, go to one Office app > File > Account > Update Options, click Update Now for a check?
I also suggest you run command "C:\Program Files\Common Files\microsoft shared\ClickToRun\officec2rclient.exe" /update user updatetoversion=16.0.XXXXX.XXXXX on one machine to check this issue. (Please note, this one is for 64 bit version.
2 Besides, where do you set for Office to get update content?
Such as CDN by default, or one local shared folder and others.
Please make sure clients have enough permission to access the update souce.
If you use SCCM share to store the updates, it's recommended to check share and NTFS permissions and added the domain computers group with read permissions.

It looks much better because the whole process works as expected until the user was ask to close the office apps. She declined. Thats live :)
But the whole download and other tasks where finished successful. All TaskStates are marked as successful.
Only a reboot is left over to switch the new version to "working".
In general: The manual update above runs fine. The automatic update which is requested, not.

Could you please tell us how do you make Office update automatically?
Do you use any tool to let Office get updates or do you just let Office Automatic Updates 2.0 to update Office?
over the last years of the OPP project we had several iterations of this topic. Caused by functionality changes and different recommendation from different MS OPP rangers.
The latest change I can remember is a trigger by config.xml. Here you find an example:
