Parsec and Adobe Creative Cloud can't connect to the internet, while browsers work normally (Windows 11 25H2)

I'm experiencing a strange networking issue on Windows 11 where only certain desktop applications cannot access the internet, while my browser works normally.

Affected applications:

  • Parsec
  • Adobe Creative Cloud

What works:

  • Chrome browses websites normally.
  • Internet connection is stable and fast.
  • Most websites load without any issues.

One unusual observation:

  • fast.com initially would not load in Chrome.
  • After changing Chrome's Secure DNS (DNS over HTTPS) to Google's DNS (8.8.8.8), fast.com started working.
  • However, this had no effect on Parsec or Adobe Creative Cloud—they still cannot connect to the internet.

The issue appeared suddenly this afternoon. Everything was working normally before that, and I didn't intentionally change any network settings before the problem started.

Troubleshooting I've already tried

  • Reset Windows network settings.
  • Flushed DNS (ipconfig /flushdns).
  • Reset Winsock and the network stack using Command Prompt.
  • Renewed IP configuration.
  • Changed the system DNS servers to Google DNS (8.8.8.8 / 8.8.4.4).
  • Verified the applications are not blocked by Windows Defender Firewall.
  • Confirmed IPv6 is enabled.
  • Confirmed TLS 1.2 and TLS 1.3 are enabled in Internet Options.
  • I do not have any third-party antivirus software blocking these applications.
  • Confirmed my internet speed is normal, and browsers continue to work.

    Alright.

    Step 1 :

    1. Go to Settings > Network & internet > Advanced network settings.
    2. Under More settings, select Network reset.
    3. Click Reset now, then select Yes to confirm.
    4. Restart your PC if it doesn't restart automatically.
    5. After the restart, reconnect to your Wi-Fi network by entering the password again, if prompted.

    Step 2:

    If Network reset is done, repair OS using these steps:

    1.. Press the Windows+R keys on the keyboard, or Right-click Start on the Taskbar and choose Run.

    Type ncpa.cpl

    Press Enter.

    1. Right-click your device and select Properties.
    2. Double click IPv4 options to open IPv4 properties.
    3. Select the """"Use the following DNS servers"""" radio box, and enter the following in the addresses.

    1.1.1.1

    1.1.2.2

    1. Click OK and OK again.

    Restart your computer.

    • Press Windows + X and select Device Manager.
    • Expand Network adapters.
    • Right-click your Wi-Fi adapter and select Uninstall device.
    • Check Attempt to remove the driver for this device (if available), then select Uninstall.
    • Repeat these steps for any other Wi-Fi adapters listed, including old or duplicate entries.
    • Restart your computer and install this package you downloaded.
