I will second the previous answer that the processor is not supported for Windows 11. That is why it will not update to a later version.
The build you currently have is out of support. So no more updates.

I would like to upgrade to a later version of windows 11 pro but the Windows update does not seem to be getting me any later versions. I still have the updater running and occasionally it seems to download and install security patches but doesn't seem to want to update to a later version of windows. I am running on:

Windows 11 doesn't support 4th Gen CPU's..
You can install Windows 11 to unsupported devices and those get monthly Cumulative Updates, but those devices doesn't get feature updates to later versions 24H2 or 25H2. That why you have stuck to 23H2 and that version isn't supported any more Microsoft doesn't provide monthly C.U.'s to that version.
