Hello, thank you for reaching out to Microsoft Q&A.

    1. May I know whether your headphones are wired or wireless?
    2. If you're using a laptop, does the audio work normally through the built-in speakers?
    3. Also, what is the make and model of your headphones? Have you tested them with another device, and if so, do they work properly there?

Since the Volume control isn't working, you can try the below troubleshooting steps on your Windows 11 PC.

    1

    Run the audio troubleshooter-

Go to Start > Settings > System > Troubleshoot > Other troubleshooters.

Locate Audio in the list, and click Run.

Once the troubleshooter is finished running, restart your computer and check the audio output.

    2

    Reinstall audio drivers -

    Open the Device Manager.

Expand the arrow next to Sound, Video and Game Controllers.

Right-click your default audio driver, such as Realtek (R), select Uninstall Device > Select the " Attempt to delete the driver software for this device check box, and then click Uninstall.

    Once uninstalled, restart your computer.

Windows will automatically reinstall the audio drivers for your PC.

Let me know if you still need more help.
