DLP Policy Tip Not Appearing in Outlook Desktop

Hello,
I'm having an issue with a DLP policy in Microsoft Purview.
The policy is configured to detect emails sent to external recipients with an attachment larger than 1 MB and to block the action while allowing users to provide a justification (override).
After several tests, I've noticed that the Policy Tip is not displayed in the Outlook desktop client, but it appears correctly in Outlook on the Web (OWA) using the same user, message, and attachment.
The policy itself seems to be working, but users do not see any warning or notification in Outlook Desktop before sending the email.
I have also verified that the policy configuration follows Microsoft's documentation and I am using the sample JSON provided in the Microsoft documentation for the Policy Tip customization.
Could you help me understand why the Policy Tip is shown in OWA but not in Outlook Desktop?

Based on the information provided, the DLP policy itself appears to be functioning correctly since the policy tip is displayed in Outlook on the Web (OWA) and the policy conditions are being evaluated as expected. This suggests that the policy configuration and customization are likely not the root cause of the issue.
The difference in behavior between OWA and Outlook Desktop is often related to how each client processes and displays DLP policy tips. OWA performs policy evaluation through Exchange Online services, whereas Outlook Desktop relies on additional client-side processing and synchronization. As a result, it is possible for policy tips to appear in OWA but not in the Outlook Desktop client.
