Where did you get your Windows licence was that pre-installed on the PC or did you purchase a full retail Windows licence from Microsoft or from a 3rd party retailer?
Or is your Windows licence based on a previous Windows 7 or 8 licence?

First, make sure you’re signed in with the same Microsoft account that was linked to the previous Windows installation. Windows can use either a Microsoft account or a local account, and the digital license may only appear under the Microsoft account originally used.
Then open Settings → System → Activation → Troubleshoot and select “I changed hardware on this device recently.” Also confirm you installed the same edition "Windows Home" or "Pro" as before.
If the license came preinstalled with the old PC or motherboard, it may be an OEM license and might not transfer. I’d contact Microsoft Activation Support before spending $250 on another license.
