KB2581464 is a hotfix that was released for Windows 7 and Windows Server 2008 R2 to increase the maximum USB transfer size for certain USB storage devices. It is not applicable to Windows 10. 

If you are using Windows 10 and need to update USB-C functionality, the recommended approach is to obtain the latest USB-C, chipset, and device drivers through: 

1. Windows Update → Settings > Update & Security > Windows Update. 
2. Your PC manufacturer's support website for the latest USB-C/chipset drivers.
