Sorry to hear that you’re having trouble sending the file. This message normally appears when there is not enough available space in the OneDrive account to upload the file.

Please sign in at OneDrive.com, select Storage used in the lower-left corner, and review the largest files. Download or move any files you want to keep to a folder outside the OneDrive folder, then delete unnecessary files. Afterward, open the OneDrive Recycle Bin online and empty it, because deleted files may continue using storage until the Recycle Bin is cleared. Microsoft notes that the storage quota may take up to 24 hours to update.

Be careful when deleting files from a synchronized OneDrive folder, as this can also delete them from OneDrive and your other synchronized devices. If you cannot remove enough content, you may need to purchase additional OneDrive storage. After the storage usage updates, restart the application and try sending the file again. If it still fails, please let me know.
