Azure Trusted Signing - AU10TIX refuses to issue Verified ID after successful identity verification

Hello,

I am trying to configure Azure Trusted Signing for code signing and I am blocked during the Identity Validation process.

I believe my Azure configuration is correct, but the Verified ID issuance fails after the identity verification is completed.

Environment

  • Azure Subscription: Active
  • Microsoft.CodeSigning resource provider: Registered
  • Artifact Signing Account: Successfully created
  • SKU: Basic
  • Region: North Europe
  • Identity Validation request: Created successfully
  • Artifact Signing Identity Verifier role: Assigned
  • Microsoft Entra user: Global Administrator
  • User type: Member (not Guest)

Identity verification

I am an Italian sole proprietor (freelance professional).

My business information exactly matches my VAT registration.

Identity document used:

  • Italian Electronic Identity Card (Carta d'Identità Elettronica - CIE)

Verification workflow

  1. Azure shows "Action required".
  2. Clicking "Complete verification" opens the Microsoft Credentials page.
  3. A QR Code is displayed.
  4. Microsoft Authenticator scans the QR Code successfully.
  5. Authenticator starts the AU10TIX verification.
  6. AU10TIX requests:
    • Front side of the Italian Electronic Identity Card
    • Back side of the Italian Electronic Identity Card
    • Face liveness verification
  7. All verification steps complete successfully.

Problem

At the end of the AU10TIX process I receive the following message:

"Sorry, you do not meet requirements to create a Verified ID at this time."

Because of this:

  • No Verified ID credential is added to Microsoft Authenticator.
  • The "Verified IDs" section inside Authenticator remains empty.
  • Azure Identity Validation stays permanently in "Action required".

Additional information

I have already:

  • Registered Microsoft.CodeSigning.
  • Created the Artifact Signing Account.
  • Assigned the Artifact Signing Identity Verifier role.
  • Deleted and recreated the Identity Validation.
  • Repeated the complete verification process multiple times.
  • Verified that my Microsoft Entra account is a Member and Global Administrator.

Everything works correctly until the final Verified ID issuance.

Questions

  1. Is Azure Trusted Signing currently supported for Italian sole proprietors (individual VAT owners)?
  2. Is there any known issue with AU10TIX refusing to issue a Verified ID after successful document and face verification?
  3. Are there any logs or diagnostic information available to understand why the Verified ID is not issued?
