I can't redeem my points for 2 reasons, one is this keeps popping up- Couldn't complete your order

This account is temporarily restricted because recent account activity may be in breach of the Microsoft Rewards Terms of Service.

the other reason is I only own a landline. I used to be able to redeem with my landline, what happened? I'm a disabled person and have no reason for a cell phone I can't afford. Please bring back the option to use a landline.
