I'm in the middle of a course prepping for the AI-103 exam, which involves repeatedly resource/model deployments as part of the labs. This has worked for several days. However, my most recent attempt resulted in an error.

15-123420: Our system has detected this request as unusual activity for your account. If you are confident this is in error, please contact support.

I tried to file a support ticket, but the system would not let me. I do have a paid Azure subscription, but not a paid support plan. I have seen others facing this issue upgrade to a paid support plan, but still receive no help here.

Please, any assistance will be greatly appreciated

Note: I have been able to replicate this reliably. Seems to only impact OpenAI models.

    Because you are rapidly tearing down and rebuilding resources for your labs, Azure’s Real-Time Fraud Protection (RTFP) system flagged your activity as automated bot abuse. This is why upgrading your support plan won't fix it; the block is coming from a separate internal security team.

    Since you cannot open a standard support ticket, here is how you can bypass or resolve this:

    1. Escalate via Microsoft Q&A
    • Go directly to the official Microsoft Q&A Forum for Azure OpenAI.
    • Create a new post detailing your issue.
    • Mention the exact error code (715-123420).
    • Explicitly ask an on-site Microsoft engineer to route your issue to the RTFP / Trust and Safety team.
    • Staff members routinely pick up these specific blockages there and request your subscription ID privately to clear the flag.
    1. Stop Retrying Deployments
    • Do not keep trying to push new OpenAI deployments right now.
    • Every failed request flags your account further in their automated system.
