If you're looking to create and manage a work schedule for 14 staff members, I'd recommend using Shifts in Microsoft Teams. It's designed specifically for workforce scheduling and is generally the most convenient option within Microsoft 365 for this scenario.
With Shifts, you can create and assign schedules for your employees, organize staff by role or department, publish and update schedules as needed, manage shift coverage, and handle time-off or shift-swap requests. Team members can also conveniently view their assigned schedules through Microsoft Teams on desktop, web, or mobile devices.

Important: Each staff member must have an appropriate Microsoft Teams license and be added to the relevant Team. Also, Shifts does not support guest users, so it works best when all 14 staff members are users within your Microsoft 365 organization (tenant).
