I’m sorry to hear that you’re unable to open Outlook, especially since you already have a Microsoft 365 subscription and an existing support case.
Please try opening Outlook in Safe Mode:
- Press Windows + R.
- Type Outlook.exe /safe and select OK.
- If Outlook opens successfully, go to File > Options > Add-ins.
- Under Manage, select COM Add-ins, then click Go.
- Clear the check boxes for any enabled add-ins, click OK, and restart Outlook normally.
