Thank you for sharing the solution that worked for you. I understand that your Microsoft To Do list was not appearing in the Outlook task pane even though Microsoft To Do and Outlook were connected to the same email address.
You resolved the problem by creating an @outlook.com email address, setting it as the primary address in Outlook, and then adding your other email accounts back. You also noted that the To Do pane appears when you view the calendar or mailbox associated with the @outlook.com account. When you switch to another linked email account, the pane may temporarily disappear and then reappear after you return to the @outlook.com mailbox or calendar.
