How to delete or remove account that someone else got acces to

Someone else got access into my account and made it impossible for me to sign back in, I don't have a physical key and whenever I try signing back in with my password, then it will always be incorrect. I don't have a recovery code and he also set the recovery code for his own username and canceled 2fa. I've tried to do everything but couldn't do it not even filling out multiple forms in ACSR helped. I didn't even get a reply.

    I understand that someone took control of your Microsoft account, changed the recovery details, and your ACSR submissions have not received a response. You now want the compromised account deleted.

    Unfortunately, a Microsoft account cannot be closed without first signing in and verifying ownership. Neither the Community nor Microsoft Support can delete it on request without verification. Please see How to close your Microsoft account - Microsoft Support

    Please try these next steps:

    1. Check the contact email used on the ACSR form, including Junk/Spam folders. Microsoft normally sends the recovery result to that address within 24 hours. Please see this official guide to help you fill out the form more accurately: Help with the Microsoft account recovery form - Microsoft Support
    2. If no response arrived, submit the form again using a working contact email and only add new or more accurate details: https://account.live.com/acsr
    3. You can try to follow Microsoft’s compromised-account support flow: How to recover a hacked or compromised Microsoft account

    For Outlook.com (personal Microsoft accounts), you can contact Microsoft Support for further assistance:

    • Go to Contact Us - Microsoft Support 
    • Select the product or service you're having issue with.
    • Click Get Home Support
    • Type a brief description of your issue in the search box.
    • Click Get Help and select Contact Support below. 
    • Go to the Products and services tab and choose the appropriate product.
    • On the Category tab, choose the appropriate category or an alternative option.
    • Go to Confirm.
    • Look for and select "Chat with a support agent in your web browser" (during business hours) if available. Explain your situation clearly.
