To better understand the situation, could you clarify:
- Is the device showing a BitLocker Recovery Key ID on the screen?
- Does your mother recognize or have access to any email addresses that might have been used as her Microsoft account?
- Is this a personal home computer, or was it ever provided by a workplace or school?
In the meantime, if this is a personal Microsoft account, please try to recover the Microsoft account first using Microsoft's account recovery form:
- Go to: https://account.live.com/acsr
- Enter your locked out email and an alternate email where Microsoft can contact you.
- Provide as many accurate details as possible, such as old passwords, frequent contacts/subject lines and submit from a familiar device/location.
- Wait 24–72 hours for a response. You may refine and resubmit up to twice per day.

If the recovery key is found, enter it on the BitLocker recovery screen to unlock the device.
