Since the fill handle works on the laptop display, the setting itself is probably enabled. This points more to a display-rendering or DPI issue when Excel is moved through the dock to another monitor, even when every screen shows 100% scaling. In Excel, select File > Options > Advanced. Under Editing options, clear Enable fill handle and cell drag-and-drop, select OK, restart Excel, then turn the option back on.
