Microsoft Partner Center / Microsoft AI Cloud Partner Program, Microsoft Entra ID
Scenario: I'm working on Microsoft Entra publisher verification for an app registration (to remove the "unverified" label shown on the OAuth consent screen). This requires a Partner ID (MPN ID) linked from Partner Center, but my Partner Center enrollment appears stuck partway through.
What I've done so far, in order:
- Verified a custom domain on our Entra tenant — status confirmed "Verified"
- Created a dedicated admin user within that same tenant, assigned the Global Administrator role
- Confirmed the admin user's Usage location and First/Last/Display name fields were populated (these were initially empty — filled them in, but no change in the outcome below)
- Completed Partner Center sign-up as an Independent Software Vendor (ISV)
- Received a confirmation that the account setup was complete
What's not working:
- Legal info page (Account settings > Organization profile) loads completely empty — no fields, no status indicator, no way to fix or resubmit anything
- Identifiers page is also empty — no Partner ID / MPN ID shown anywhere
- Agreements page shows nothing accepted
- The Programs list doesn't offer the AI Cloud Partner Program as something new to join, as though I'm already enrolled, but no corresponding record exists
I tried reaching support through the in-app AI assistant, but the escalation form itself doesn't work for this account:
- The Workspace field returns "No results found" and won't accept any typed input
- The "Browse topics" link isn't clickable
- Confirmed this happens in both a normal browser session and a fresh incognito window
- Checked Service health separately — all relevant services show "Good," ruling out a general outage
Troubleshooting so far: Went through the relevant Microsoft Learn documentation on account setup and enrollment. Found other reports online describing very similar symptoms, several suggesting this can happen when an account's vetting status ends up in a "rejected" state that blocks the Legal Info page from loading properly — but I have no way to confirm this directly, since no such status is visible anywhere on my account.
Since the in-app escalation path is non-functional, I'm hoping to reach someone here who can help investigate the account state directly, or point me toward another way to get this unblocked.
