Azure OpenAI Tier 1 pending while GPT-5.5 and GPT-5.6 Sol quota remains 0/0

Our Azure OpenAI production delivery is blocked because two submitted Global Standard quota requests remain unusable and an announced automatic quota-tier upgrade has not activated.

Environment:

  • Region: West US 3
  • Requested quota: 100 kTPM for GPT-5.5 version 2026-04-24
  • Requested quota: 100 kTPM for GPT-5.6 Sol version 2026-07-09
  • Deployment type: Global Standard

Evidence captured at 2026-08-03T04:29:56Z:

  • The Cognitive Services Usages API returns current value 0 and limit 0 for both OpenAI.GlobalStandard.gpt-5.5 and OpenAI.GlobalStandard.gpt-5.6-sol.
  • Microsoft Foundry Operate > Quota independently shows both models at 0/0 TPM.
  • The Azure AI resource provisioning state is Succeeded.
  • The deployment list is empty because no capacity is available.

Microsoft emailed that this subscription is eligible for an automatic Free Tier to Tier 1 upgrade within three days. The quotaTiers API currently reports:

  • current tier: Free Tier
  • next tier: Tier 1
  • upgrade availability: Available
  • upgrade applicable date: 2026-08-06T01:44:40.5187393Z
  • policy: OnceUpgradeIsAvailable

The Azure portal's technical-support workflow directed this issue to Priority Community Support rather than offering a private case form. Subscription, tenant, and resource identifiers are intentionally omitted from this public post and can be supplied privately to Microsoft support.

Please:

  1. Confirm the exact approved, denied, or pending status of each 100 kTPM request.
  2. Apply the Tier 1 upgrade immediately, or provide the earliest enforceable activation time.
  3. Provision 100 kTPM Global Standard for both models if approved.
  4. Confirm the deployable model versions, SKU capacity, and region.
  5. Explain why the eligibility notice has not yet produced usable quota and escalate this to a private Azure support case if account-specific investigation is required.

    1. Verify the current quota tier using the quotaTiers API and confirm whether the subscription still reports Free Tier or has moved to Tier 1.
    2. Review the quota request status from Azure AI Foundry or the Quotas page for both GPT-5.5 and GPT-5.6 Sol deployments.
    3. Since both models continue to show 0/0 TPM and no deployments can be created, this now requires a Microsoft backend review rather than additional portal troubleshooting.
