Based on the details shared, the most likely reason is that the subscription is still on Free Tier, and the automatic Tier 1 upgrade has not yet been applied to the backend. While the quota requests may have been submitted, a 0/0 quota typically indicates that quota has not yet been provisioned for the subscription and region.
- Verify the current quota tier using the quotaTiers API and confirm whether the subscription still reports Free Tier or has moved to Tier 1.
- Review the quota request status from Azure AI Foundry or the Quotas page for both GPT-5.5 and GPT-5.6 Sol deployments.
- Since both models continue to show 0/0 TPM and no deployments can be created, this now requires a Microsoft backend review rather than additional portal troubleshooting.
- Please open an Azure Support request (or ask a Microsoft moderator to initiate a private support channel if support plan access is unavailable) and provide the subscription ID, tenant ID, resource name, region, and the quota request details privately.
- The next action is with the Azure OpenAI quota/support team, who can validate the quota request status, confirm Tier 1 activation eligibility, and investigate why usable quota has not been assigned despite the upgrade eligibility notice.
