Hi Tony,
To further check on this, can you please help confirm whether its only happening to specific Excel files or this is also happening in a new Excel file? Because if its only happening to specific file, it could be that the column itself is locked for editing or the file is corrupted which is why its not working.
However, if the other sheet of that specific file is working, then its most probably that the cell itself is restricted for formatting. You may try to clear format then try again to see if it will allow the formatting right after
