I bought and installed Office Home and Business 2024 and tried to delete/uninstall all the online services including 365 andOneDrive. Now I have problems and need to reinstall the program. Do I need to uninstall it first and then reinstall? Or just try to reinstall? Then how do I get rid of all the online services and just use the programs I purchased on my desktop only?

Are you running Office under Windows? Note that the Connected Services identified on the left hand side of the File > Account page are just ways to connect with online resources such as OneDrive or SharePoint. These do not affect your Office license.

In my installation of Office Home & Business 2024, I am constantly being offered to sign in to my work OneDrive and SharePoint sites, and I just ignore those offers, which are highlighted in yellow in the screen shot below.

If you really believe that something is wrong with your installation, try an Office repair first; see https://support.microsoft.com/en-us/office/lifecycle/repair-an-office-application. If you choose the Online Repair option, you usually do have to reinstall, as the final step.

Post back if you have further questions.
