Based on the Microsoft documentation I reviewed, Teams attendance reports are intended to provide a reliable record of meeting participation. However, I have not found any official Microsoft document stating that attendance reports are guaranteed to be 100% accurate in all circumstances.
From a technical perspective, unexpected client-side or service-related events could potentially affect how participation is reflected in reporting data. The attendance report depends on the participation events recorded by Teams services. I have not found any official Microsoft document stating that every possible error or reconnection scenario will always preserve a participant's original join timestamp exactly as experienced by the user.
Microsoft's official support documentation includes a"Known issues and limitations" section for Teams attendance reports.
