I need information on the removal of the delegated admin relationship (GDAP/DAP) from the old CSP. Unfortunately, there there does not seem to be any self-service way to remove the CSP subscription or unlock it. I already have purchased new subscriptions direct from Microsoft but I can't use them since the CSP has control and they can't do anything because they have been deauthorized.

    Based on your description, this appears to be related to an existing delegated administration relationship with your previous CSP partner.

    As a first step, please contact your previous CSP partner and request that they review and remove any existing delegated admin relationship (DAP/GDAP) associated with your Microsoft 365 tenant. They may also need to complete any remaining offboarding or tenant transfer actions on their side.

    If the partner confirms that the relationship has already been removed but you are still unable to use the subscriptions purchased directly from Microsoft, I recommend contacting the partner and asking them to review and remove the DAP/GDAP relationship from their side.
