emails hacked, have to access, inboxes all empty, not receiving new emails

few years ago my email was hacked / recovered it and was hacked again to the point that my laptop is locked in Vietnamese and cannot get it back to English language. I decided to let the email go and created the current one. again, I have no access to my new email, all of my emails have disappeared, and all my inboxes are empty. I can't even recover it as I get nowhere with the bad service. I call, get a link and nothing works. now I can't even get into my Gmail account. HELP someone please.

    I understand that you have lost access to your email accounts, your messages appear to be missing, and new email is not arriving. This is understandably concerning, particularly after the earlier account-security incident.

    Please note that this is a user-to-user forum, so contributors cannot access accounts, restore messages, or change security information.

    To make sure the correct recovery steps are provided, could you please confirm:

    1. Is the empty mailbox an Outlook.com/Hotmail account or a Gmail account?
    2. Can you sign in to the affected Outlook.com account at Outlook.com, or what exact message appears when you try?
    3. Are the missing messages visible in Deleted Items or under Recover items deleted from this folder?

    If you cannot sign in to a personal Microsoft account, start with the Microsoft account Sign-in Helper. It checks the account details and directs you to the available recovery option.

    Gmail access must be recovered separately through Google because Microsoft forum contributors cannot access or recover a Google account. Please do not post any full email addresses, passwords, phone numbers, or verification codes here.

    Once you confirm which mailbox is affected and the exact sign-in message, the next steps can be tailored correctly.
