Add an account in Outlook.com or Outlook.live.com

I do not have the options to add an account in my online outlook.com outlook or outlook.live.com email. What do I need to do to get an email added here?

Do you mean you want outlook.com to send/receive emails for another account? If so, that won't work. the web interface is not an email client app. It is the home email service for its own email address, such as outlook.com/hotmail.com/live.com/msn.com only. It doesn't host other email address. You will need to use email client app like new Outlook or classic Outlook to do so.
