If you have two-step verification turned on, you must verify your identity using two methods.
- May I please know whether you are normally receiving the verification code at your recovery email address?
Microsoft has recently removed the option to add a phone number as a security verification method to improve account security. That may be why this method is no longer working.
However, try requesting the verification code from a different device or connecting your device to a different Wi-Fi network and see whether you can receive the verification code on your phone number.
