This is a very common point of confusion with CSP (Cloud Solution Provider) subscriptions. Assigning the customer the Owner role on the subscription is not enough by itself to unlock Cost Management. Cost visibility for CSP customers is controlled by a separate policy at the partner billing account level, and that policy is turned off by default. Until the partner explicitly enables it, every customer, even an Owner, will see Unauthorized in Cost Analysis and the subscription cost overview, because Azure is blocking access to retail rate cost data at the billing account level regardless of RBAC role.
Confirm who needs to make the change This setting can only be changed by someone with the Admin agent role in the partner's Partner Center tenant, not by the customer. If you are working from the customer side, this step needs to be done by the CSP partner/reseller managing the subscription.
Sign in to the partner (CSP) tenant The Admin agent must sign in to the Azure portal using their partner tenant credentials, not the customer tenant.
Navigate to the billing scope for the customer Go to Cost Management + Billing, then select Billing scopes, and choose the Partner Center customer billing scope (the root CSP billing account, not the customer's own subscription).
Select the customer Under Billing, select Customers, then search for and select the specific customer whose subscription is affected.
Enable the cost visibility policy Under the customer's Settings section, select Policies. You will see the cost visibility policy for that customer, and by default it is set to Off. Turn this policy On to allow users with appropriate Azure RBAC on the subscription to view and analyze costs at pay-as-you-go retail rates.
Verify propagation After enabling the policy, have the customer sign out and back in, or wait 15 to 30 minutes for the change to propagate, then check Cost Analysis and the subscription overview again. The Owner role assignment they already have is sufficient once the policy is on, no additional RBAC change is required.
Bulk alternative for multiple customers If this needs to be applied across many customers at once, the Admin agent can use the Update Customer API to set the cost visibility policy programmatically instead of doing it one customer at a time in the portal.
If the policy is already confirmed On and the customer is still getting Unauthorized, the next step is to open a support case with Microsoft under Partner Center support, since that would point to a propagation or account level issue rather than a configuration gap on your side.
