The Calendar and Notification panels do not open when I click the date and time on the taskbar in my primary user account. However, when I signed in with another user account (Test account), both features worked normally, indicating that the issue is specific to my user profile.

This may be caused by a recent update.

Open the Settings App, go to Windows Update - Update History.

What is the KB number of the most recent updates installed on your PC.

Thank you for that information.

That KB5101684 optional preview update may be the underlying cause of the problem, it is basically a beta version of the August update and does not need to be installed, the best option may be to uninstall that update.

Before uninstalling that update, in the updates section of the Settings app is a switch to 'Get the latest updates as soon as they are released', disable that option and restart your PC.
