An Owner of a site is receiving this error message when sharing content with external users:

"The newly created b2b guest user could not be ensured on the site collection due to the instant-on issue on Entra. Please retry sharing in a few moments."

AI interoperation of the message...

The guest user account has been created, but it is not yet available in SharePoint due to a delay in Microsoft Entra ID synchronisation. Please wait a few minutes and then try sharing again.

This site only allows site Owners to share files, folders, and the site.

Other Owners / Members without the same restriction aren't receiving the error message, when sharing with external users.

How do rectify this issue?

    At present, Microsoft 365 Service Health is showing an active service incident, MO1440526, titled “Some users may be unable to share files with external recipients through SharePoint Online and Microsoft OneDrive.” The incident indicates that affected users may be unable to send external-sharing invitations even though external sharing is enabled correctly at both the tenant and site levels.

    If this matches the behavior or error affecting your organization, the issue may related to the current Microsoft service degradation. In that case, I recommend that your IT administrator monitor for Microsoft’s latest updates and resolution status.

    However, the error you shared states:

    “The newly created B2B guest user could not be ensured on the site collection due to the instant-on issue on Entra. Please retry sharing in a few moments.”

    Because this wording is different from the error documented under MO1440526, it is also possible that the newly created guest account has not yet propagated fully between Microsoft Entra ID and SharePoint. As the message suggests, please wait for some time and then try sharing the content again. Avoid repeatedly creating new invitations for the same external recipient while waiting.

    If the same issue continues after 24 hours and your IT administrator confirms that external sharing, site permissions, guest invitation settings, and Microsoft Entra configuration are all correct, please ask the administrator to open a support ticket with Microsoft. A Microsoft Support engineer can examine the affected SharePoint site, guest-object provisioning, and backend service logs to determine whether the issue is connected to MO1440526 or is a separate guest-provisioning problem.
