For your concern, when this error message happens in Teams, this usually points to Operator Connect phone-number provisioning/validation. This issue can happen due to different causes:
- The number is already in a pending order with another operator
- A previous order is stuck or abandoned
- The number is assigned or still visible in Teams admin center
- Operator Connect handoff issue
To resolve this issue, you can try checking in your Teams admin center first:
- Go to Teams admin center > Voice > Phone numbers
- Search for the number and check its status to confirm whether it's:
- Already present in your tenant
- Assigned to a user, call queue, auto attendant, or resource account
- Available, assigned, pending, or stuck
- If assigned, unassign it first. You should release the number if it should no longer be in the tenant
- After finished, wait for propagation and then retry validation

If the number is not visible in Teams, this usually means the lock is on the operator/carrier side, not in your Teams tenant. Then you need to ask the operator to check:
- Any in-progress order for the number
- Any pending porting request
- Any abandoned/stuck order
- Whether another operator has an active order against the same number
- ......
If the operator confirms it is Microsoft-side, at that time, you can request the operator to create a support ticket directly to Microsoft Support for further assistance. Refer to Plan for Operator Connect - Microsoft Teams | Microsoft Learn, if there is an Operator Connect number issue in Teams, the telecom/operator should create or handle the support ticket for you.
They can escalate the situation and contact a support agent who can perform a remote session to investigate the situation, verify the backend configurations, and run any necessary synchronization tools to resolve the problem. If the issue requires further attention, the support agent can escalate it to a specialized/high tier team for deeper analysis.
