Azure Artifact Signing identity validation rejects a valid Puerto Rico address

I’m trying to complete individual identity validation for Azure Artifact Signing as a sole proprietor.

My current Puerto Rico driver’s license and utility bill show the same physical service address. In Azure’s individual-validation form, selecting my billing account auto-populates the correct full address, but the street-address field rejects it with:

“The value must not be greater than 30 chars.”

If I shorten the address so the form accepts it, AU10TIX completes the document and face checks, but Artifact Signing later returns:

“Address matching failed. Please confirm that the address on your Verified ID matches the address provided in your initial request.”

What is the supported way to enter a valid Puerto Rico physical address longer than 30 characters? Can Microsoft reset the failed validation or manually review the request? If identity-validation support requires a paid Azure plan, what is the proper escalation path for an individual customer?

I can provide identity documents through an official private verification channel, but I will not post them publicly.
