The question is confusing - do you mean that the second user aka the second account has a Microsoft subscription, or do you want to use the same account on another computer?

If you are setting up a second PC for yourself, just install Office from your account at https://account.microsoft.com/services .

Similarly, if someone else in your family, who already has an account (or shared account) with Office, is going to use the new PC, they can install from their account.

If the new PC is for a family member who is currently not sharing Office, you (= the person who pays for the subscription) first have to invite the person; see https://support.microsoft.com/en-us/accounts-billing/subscriptions/share-your-microsoft-365-subscription . The next step is that the invited person accepts the invite and installs; for more, have a look at https://support.microsoft.com/en-us/accounts-billing/subscriptions/someone-invited-you-to-share-their-microsoft-365-subscription .
