We don't even have the ability to contact the support team or any other internal teams on your behalf. In fact, we generally have less authority than the support agents you've already spoken with. That also means no one in this forum has the ability to manually restore the account or bypass Microsoft's recovery requirements.
In addition, Microsoft account recovery is intentionally restricted because support agents are not permitted to manually hand over access to an account without the required ownership verification. Microsoft's published recovery guidance relies on the account recovery and identity verification process rather than community intervention.
I completely understand why this feels unfair. From your perspective, your son is the victim but it appears he has been locked out with the attacker. However, account suspension is often used as a security measure when ownership cannot be verified, even though that outcome can be extremely frustrating for the legitimate owner.
If there is still an active recovery case, continue responding through the official recovery process and retain any proof of ownership you may have for any future review. Personally, I suggest you look into similar public cases involve the same procedures, especially the successful ones, see what they have done and follow the same steps.
